Research on Evaluation of Scientific and Technological Innovation Efficiency in Chinese Universities-An Analysis Based on Sample Data of 31 Provinces

2011~2020 is a golden decade of innovation-driven development for China. During this period, scientific and technological innovation (STI) Chinese universities has achieved historic development. This paper uses DEA-BCC model Malmquist index to calculate the STI efficiency in 31 provinces municipalities from 2011 2020. The findings illustrate that: (1) barrier effect pure technical greater than that scale efficiency; (2)although increased by 0.6% on average, contribution rate progress growth was high, showed negative growth; (3) terms regional distribution, DEA efficient cities are concentrated northern China, while non mostly southern Based findings, countermeasures suggestions made improve aspects alliance, evaluation mechanism management ability. It provides theoretical practical reference universities.
